A Brief Note of Tripartite Meeting on Assam Accord
There have all together been 17 Tripartite meetings after signing of the Assam Accord on 15-08-1985. The dates of meetings are mentioned below :-

The last Tripartite meeting was held on 20-07-2010. The minutes of the meeting is enclosed as Annexure-I. The points discussed in the last Sub-Tripartite meeting held on 20-07-2010 may be mentioned as below :-
The representative of AASU recalled that sub-tripartite committee had submitted its interim report recommending interalia amendment in Article 3 of the Constitution of India, reservation of seats to the Parliament, State Legislature and local bodies for Assamese People, protection of monuments and places of cultural and historical monuments in Assam etc. It was noted that the definition of “Assamese People” and the criteria for the reservations in the Parliament, State Legislature and local bodies could not be agreed and the proposal could not reach logical conclusion.
Review meetings were also held from time to time thereafter to review the progress of the work of Assam Accord on the basis of agenda fixed by the Ministry of Home Affairs.
The last review meeting was held on 21-10-2016 which was Chaired by Sri Satyendra Garg, Joint Secretary, (NE) MHA (Minutes enclosed as Annexure -II).
In the meeting the status of updating of NRC, Status of functioning of FTs, Issues relating to Ashok paper Mill (APM), measures taken by the state Government for Flood Control, status of construction of fencing and flood lighting along Indo Bangladesh Border, implementation status of Bogibeel Rail cum Road mega project, Implementation of Gas Cracker Project, preservation and protection of Archeological sites in Assam, Improvement of CD ratio status and action taken on implementation of clause 6 of the Assam Accord were discussed.
The points discussed during each of the 17 Tripartite meetings is enclosed chronologically as Annexure-III.
There is a need for holding the tripartite meeting at an early date as several critical issues, particularly those relating to the implementation of Clause 6, need to be attended to.
